Job Description
L3Harris Technologies is seeking a strategic and experienced Director, Contracts Operations to lead transformational initiatives within our Space and Mission Systems (SMS) segment. This role will establish direction for contracts operations processes, systems, and solutions while serving as a key member of the Contracts Leadership Team. The ideal candidate will drive operational excellence through metrics-driven strategies and cross-functional collaboration.
Essential Functions
- Oversee the Contract Lifecycle Management System (CLMS) transition
- Drive development of a metrics-driven organization with measurable KPIs and performance dashboards
- Lead policy streamlining initiatives to enhance operational efficiency and compliance
- Establish and implement and oversee consistent training programs to build a best-in-class contracts organization
- Partner with Supply Chain to create integrated dashboards combining CLMS contract delivery data with ERP systems for real-time On-Time Delivery (OTD) visibility
- Develop and maintain strategic relationships with internal and external stakeholders across all organizational levels
- Plan and facilitate quarterly townhall meetings, round tables and bi-weekly staff calls for the SMS contracts function organization
- Special events including CSD/SMS 2 day Contracts forum in August
- Serve as SMS representative for corporate Government Transaction Agreements (GTAs)
- Collaborate with government customers and corporate teams across Legal, Contracts, Export/Import, Customs/Traffic, Intellectual Property, and Anti-Bribery Compliance
- Oversee delegation of signature authority protocols and governance
- Coordinate offset localization counsel in partnership with other business segments
- Ensure adherence to all regulatory requirements and company policies
- Lead strategic initiatives and special projects as assigned to advance organizational objectives
- Ability to obtain US Government security clearance
Qualifications
- Bachelor’s Degree with a minimum of 15 years of prior related experience; Or, Graduate Degree with a minimum of 13 years of prior related experience; Or, in lieu of a degree, minimum of 19 years of prior related experience
- Demonstrated subject matter expertise in federal government contracting
- Strong business acumen with proven ability to drive strategic initiatives
- Comprehensive knowledge of legal and regulatory requirements including:
- Federal Acquisition Regulation (FAR)
- Defense Federal Acquisition Regulation Supplement (DFARS)
- International Traffic in Arms Regulations (ITAR)
- Government procurement regulations and compliance frameworks
- Proven leadership experience in contracts operations
Preferred Qualifications
- Experience with Icertis Contract Lifecycle Management System (CLMS)
- Advanced proficiency in Microsoft Office Suite and data analytics tools
- Exceptional written and verbal communication skills with ability to influence at all organizational levels
- Self-motivated with demonstrated ability to work independently and drive results
- Record of researching and implementing industry best practices
- Professional certifications (e.g., NCMA CPCM, CFCM, or equivalent)
