Northrop Grumman Aeronautics Systems has an opening for a Staff Project Manager to join our team of qualified, diverse individuals within our E‑2D Business Unit. This position will be located 100% onsite in Melbourne, Florida with up to 10% travel.

Essential Functions:

As a Staff Project Manager, you will support the Global Supply Chain Program Management (GSCPM) team and be responsible for managing E‑2D Development Cost Account Management duties. You will apply proven cost‑account planning and execution strategies to lead cross‑functional teams within specific E‑2D IPTs (Advanced Mission Capabilities and Development) to develop successful, compliant, integrated, and on‑time cost proposals and execution plans.

The Staff Project Manager reports directly to the Senior GSC Program Manager, through the E‑2D Global Supply Chain Team. The efforts you will lead include major long‑term Development/NRE follow‑on work, Support Equipment & Obsolescence follow‑on and growth initiatives, Major Change Requests, and all other E‑2D proposals contained within this scope. Candidates will demonstrate a broad skill set balanced across leadership, collaboration, business analysis, communication, project management, GSC (subcontracts and material), change management, risk management, and cost‑account capabilities.

The role will also establish and maintain various metrics, drive insights for leadership, and complete other operations & integration project‑management duties as needed. You will oversee and manage the operational aspects of ongoing projects, serve as liaison between project management, planning, project team, and line management, review project and budget status, manage schedules, and prepare status reports.

Responsibilities Include, But Are Not Limited To:

  • Ensure vertical and horizontal integration of Global Supply Chain schedules through strategic planning and execution.
  • Provide early visibility into purchase‑requisition requirements, release constraints, and material excess review.
  • Integrate metrics requirements for the Requirements Planning Team.
  • Communicate program schedule deviations and ensure all impacts are coordinated with internal/external customers prior to implementation and execution.
  • Work within a dynamic, fast‑paced program environment handling rapid requirements execution, standard‑part ordering, scrap/spare/replacement planning, and serve as a GSC liaison to the Program Operations and GSC Execution IPTs.
  • Lead collaborative proposal kick‑offs with relevant program and functional stakeholders to ensure communication of cost‑proposal strategy, requirements, and schedule.
  • Lead rhythmic reviews of proposal portfolios and material reviews to maintain status and dates.
  • Collaborate with business management in developing cost estimates related to proposal development and provide subsequent oversight and tracking of funds.
  • Oversee compliance with proposal knowledge‑management processes; develop and maintain a centralized proposal library (solicitations, responses, debriefings) or other reusable knowledge databases.

Basic Qualifications:

  • Bachelor’s Degree with 12 years of experience, Master’s Degree with 10 years of experience, PhD with 8 years of experience or in lieu of degree with 16 years of experience
  • Experience must be in Supply Chain, Subcontracts, Project Management; Sustainment; Proposals; Resource Planning; Program Management; Procurement; Business Management.
  • Experience in Microsoft Office Suite.
  • Experience using SAP, ERP or other related business software application
  • Must have active government Secret Clearance to apply
  • Candidate must obtain EV Certification (Northrop Grumman course) required within reasonable timeframe dictated by business needs
  • Control Account Management (CAM) experience/knowledge

Preferred Qualifications:

  • Subcontracts and Supplier management experience
  • Experience onboarding new suppliers, establishing NDAs, and handling international licenses.
  • Supplier Management and/or pricing and estimating experience.
  • Experience with the E‑2D program – production and development.
  • The ability to interface with all levels of employee and management

Primary Level Salary Range: $126,400.00 - $189,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
