This is a demanding role with diverse type of contracts in a challenging, fast-paced environment. The Program Control Manager will lead, supervise, and train a team of cost analysts responsible for Earned Value Management System (EVMS) implementation and analysis, SOX compliance, funding analysis, program financial analysis, internal and external audits, and contract deliverables. The Manager is also responsible for providing functional oversight of the Cost Management department, including engagement, staffing, and employee development.

Roles and responsibilities of the Program Planning and Scheduling Manager include, but are not limited to, the following:
- Manage a team of Program Planning & Scheduling Analysts
- Provide Program Planning & Schedule Analysts with day-to-day hands-on support, guidance, troubleshooting, and satisfying Programmatic requirements
- Perform quarterly and year-end performance reviews
- Project management including managing multiple priorities against ambitious timelines
- Support/coordinate internal and external surveillance audits
- Ensure full compliance with corporate policies, with particular focus on implementation of the Northrop Grumman Earned Value Management System (EVMS)
- Provide project planning support to proposal bids and bid reviews
- Advise program leadership on the integration of project schedules and project master reports with Earned Value Management (EVM)
- Support customer Integrated Baseline Reviews (IBR) and Defense Contract Management Agency (DCMA) Joint Surveillance Reviews (JSR) audits
- Attend site business management meetings to define schedule needs and partner with Division/Sector Scheduling management on resource allocation needs
- Perform in a fast paced, frequently changing, and demand driven environment
- Function as a change agent, creating an environment of trust, compliance, continuous improvement and learning
- Problem solving and decision making requiring excellent communication skills
- Travel 10%, as required
Basic Qualifications:
- Bachelor’s degree from an accredited university with 9 years of relevant experience to include a background in government defense cost or schedule management OR 7 years of related experience with a Master’s degree to include a background in government defense cost or schedule management OR Associate’s degree with 11 years of relevant experience to include a background in government defense cost or schedule management OR High School/GED with 13 years of relevant experience to include a background in government defense cost or schedule management
- Hands-on experience in Program Planning / Scheduling or Cost utilizing Microsoft Project or similar scheduling software
- Experience in Earned Value with government reporting
- Prior leadership experience
- The willingness and ability to travel domestically 10% of the time
- Ability to obtain a US Government Secret clearance
Preferred Qualifications:
- Bachelor’s degree in a Business Administration or Engineering with Minimum of 9 years of hands-on experience in Program Planning / Scheduling utilizing Microsoft Project or similar scheduling software
- Proficiency in MS Office Programs (MS Project, MS Project Server, MS PowerPoint, MS Excel, MS Word)
- Familiarity with Earned Value tools (Cobra, etc.)
- Experience in applying integrated cost/schedule and critical path methodologies within an Earned Value (EVMS) environment.
- Experience using a Monte Carlo schedule risk simulator such as Deltek Acumen Risk Analyzer
- Familiarity with the NDIA's Planning and Scheduling Excellence Guide.
- Experience in Aerospace and/or Defense programs and familiarity with Integrated Program Management Report (IPMR) and/or Integrated Program Management Data and Analysis Report (IPMDAR).
- Active US government Secret or higher level security clearance
Salary Range
Primary Level Salary Range: $151,500.00 - $227,300.00
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
