Northrop Grumman Aeronautics Systems (NGAS) is looking for you to join our team as a Manager of Project Management 3 based out of the Melbourne, FL location.

The position will follow our 9/80 schedule and allows employees who work a nine‑hour day Monday through Thursday to take every other Friday off.

NGAS Engineering’s Strategy, Integration & Operations organization seeks a seniorlevel leader to own and execute the endtoend engineering workforce strategy. You will be the process owner for staffing, UR&R hiring, promotion planning, labor rate management, contingency planning, and onboarding for a global engineering workforce of ~9,500 employees. The role also oversees enterprise wide workforce platforms (e.g., POST, Talent Acquisition Portal) and drives datacentric decision-making to keep our workforce affordable, capable, and future ready.

Roles and responsivities include:

Strategic Leadership

Define and evolve long-term workforce plans that align with cost, schedule, and performance objectives.

Partner with VP and Directorlevel engineering leaders to translate business priorities into staffing and talent strategies.

Operational Execution

Drive effective workforce management practices across all divisions.

Serve as primary integration point between divisions for staffing interchange.

Oversee promotion planning, labor rate planning and workforce health assessments, delivering periodic reports to senior stakeholders.

Lead continuousimprovement initiatives that streamline staffing processes and reduce timetofill.

Systems & Data Management

Administer and enhance enterprise workforce platforms (POST, Workforce Planning Suite, upcoming NGAS tools).

Build and maintain predictive models for labor rate forecasting, workforce capacity, and contingency scenarios.

Champion data driven decision-making through dashboards, Power BI/ Tableau visualizations, and automated reporting.

Basic Qualifications:

Must have a Bachelor’s degree and 9 years related experience, or a Master's degree and 6 years related experience.

Must have 3 years leading workforce‑management or talent‑operations initiatives.

Direct experience designing, implementing, or governing workforce processes (staffing, promotion, labor‑rate mgmt, contingency‑planning, etc) for a large organization of 1,000+ staff.

Hands‑on experience with internal job‑board or talent‑acquisition platforms (e.g., POST, Workday, SAP SuccessFactors, or similar).

Excellent written and oral communication skills, with experience preparing executive‑level briefings and stakeholder reports.

Must have a current DoD Secret clearance (or ability to obtain one within the company’s standard timeframe) and eligibility for Continuous Evaluation and any required program access.

Preferred Qualifications:

Success integrating HR, program and staffing data to create and execute strategic workforce plans.

Demonstrated track record of influencing senior technical leaders (VP/Director level) and cross‑functional teams to adopt workforce strategies.

Experience constructing multi‑year “what‑if” scenario models (growth, technology disruption, regulatory change) using Monte Carlo, time‑series, or systems‑dynamics techniques

Experience defining and implementing guard‑rail policies or metrics that safeguard workforce affordability, skill‑mix, and succession pipelines

Primary Level Salary Range: $137,800.00 - $206,600.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
