Manager Met Systems O&M
Summary
AV is seeking a high-caliber Manager of Meteorological (Met) Systems Operations and Maintenance (O&M) to lead the uptime, precision, and evolution of our critical weather monitoring infrastructure. In this role, one will sit at the intersection of atmospheric science and rugged hardware engineering, managing a team dedicated to the continuous operation, calibration, and troubleshooting of complex sensor networks. Position Responsibilities
- Lead and direct personnel responsible for operating and maintaining meteorological systems
- Ensure the Department is staffed with qualified personnel needed to successfully plan and manage Eastern Range meteorological operations & maintenance directly supporting launch, landing, National Weather Service (daily and hurricane activities), and daily interface with the Space Launch Delta 45 Weather team
- Manages personnel in compliance with Amentum/SFRC (Space Force Range Contract) policy and procedures, and the Transport Workers Union (TWU) Collective Bargaining Agreement
- Ensure all personnel are properly trained to execute their responsibilities and receive initial and recurring guidance, instructions, and direction needed to ensure quality and timely service
- Oversee training to ensure qualified personnel are available to support scheduled operations in accordance with the operations and maintenance Enterprise Qualification Requirement (EQR) program
- Provide coaching and mentoring to personnel unable to meet company standards for ethics, technical quality, customer service, or timeliness
- Creates work assignments to ensure a sufficient number of qualified personnel are available to meet mission requirements and schedules, as well as, overtime assignments when required to ensure mission requirements and alternative support postures are evaluated for optimum solution prior to authorizing overtime
- Monitor and manage duty hours to ensure personnel are not placing themselves or the Eastern Range mission at risk due to excessive work hours described in two Range Safety Manuals, (1) Eastern and Western Range (EWR) 127-1 Range Safety Requirements, Range User Handbook, and (2) Air Force Space Command Manual (AFSPCM) 91-710 V6 Range Safety User Requirements Manual Volume 6
- Ensure mission equipment is properly maintained in accordance with the Integrated Organizational and Depot Maintenance Plan (IODMP)
- Ensure adequate operational spares, supplies and consumables are on hand to support O&M tasks and objectives
- Monitor system performance during operations and ensure status reporting is accomplished in accordance with company operating instructions for Reporting Range System Status During Launch Operations and Mission Rehearsals and daily status reporting to Maintenance Control Center (MCC) and the Integrated Maintenance Data System (IMDS)
- Facilitate expeditious resolution of anomalies that occur during launch operations
- Continually assess system capability with regard to emerging customer requirements and develop Requirement Statements (RS) when necessary to ensure future mission success
- Monitor workflow to ensure delivery of products on time in accordance Amentum/SFRC requirements
- Ensure work products are reviewed prior to release to ensure a quality product and consistency with SFRC operating instructions, policies, procedures, and organizational responsibilities
- Ensure the actions, products, and recommendations of the Section are well coordinated with all affected or responsible SFRC organizations before release and represent the best possible product or service
- Participate in engineering project design reviews, integration and acceptance testing to help ensure quality product delivery
- Responsible for meeting department productivity and quality goals
- Assist in the preparation of mission cost estimates and variance analysis when necessary
- Participate in quality reviews for mission planning documentation
- Vigorously pursue initiatives and innovations to improve the quality, efficiencies, and timeliness of Section products or services
- Innovate process improvements ensuring contract compliance and fulfillment while devising and implementing process improvement methods
- Quickly develop and integrate SFRC enterprise concepts and recommendations to capitalize on Eastern and Western Range best practices, efficiencies and standardization across the two Ranges
- Prepare and provide progress, status reports, and briefings as required or requested, to inform management of anticipated performance problems or issues
- Develop and maintain procedures and work instructions in accordance with applicable SFRC Performance Work Statement (PWS) and the Contract Deliverable (CDRL) requirements
- Perform other duties as assigned
Position Qualifications
- BS degree in Meteorology, Atmospheric or Environmental Sciences or similarly related technical discipline Eight (8) or more years of Range Systems or Operations experience, including four years of management or supervisory experience showing increased scope of responsibility. Ability to develop and maintain procedures and work instructions in accordance with applicable contract requirements.
- Must be able to obtain and maintain a DoD Secret Security Clearance, which includes U.S. citizenship
- Valid U.S. Driver’s License
- Proficient in Microsoft Office suite (Word, Excel, Access, and Outlook)
- Knowledge of the Universal Documentation System (UDS) process, Range User, and Launch Customer requirements, preferred
- Eastern Range operations and maintenance experience, preferred
- Experience managing or supervising union personnel, preferred
- Experience leading and following Safety/Security Policies and Procedures, preferred
- Possess leadership and supervisory skills that demonstrate, or indicate a high potential for successful direction of work centers
- Ability to quickly prioritize conflicting tasks, projects, and operations within the scope of assigned timelines, budget and personnel resources
- Ability to develop and maintain positive working relationships with the customers, superiors, peers, and subordinates
- Ability to organize and lead effective meetings and prepare clear oral and written direction, correspondence, and reports
- Adept at public speaking and customer interaction with audiences ranging from Amentum and Government senior leadership through subordinate workforce
- Able to project a professional image when working with internal and external customers
- Able to be a self-motivated team player capable of working with minimum direct supervision
- Team builder with orientation towards group dynamics to create synergy with assigned personnel while balancing stringent contract requirements, evolving task lists, and short turn time for mission requirements

Preferred Qualifications & Desired Competencies
- Local travel between Patrick Space Force Base, Cape Canaveral Space Force Station, and Kennedy Space Center as needed
- The flexibility to work frequent non-duty hours or on weekends to support specific project or mission requirements

The salary range for this role is: $111,500 - $158,025
