ASRC Federal NetCentric is hiring an Environmental Engineer at Cape Canaveral Space Force Station. The Environmental Engineer will perform tasks supporting the Hazardous Material management program as identified in CLOIS Performance Work Statement (PWS) 1.4.14.2. Obtain and track Air Force (Space Force) authorization of hazardous materials using the government electronic HAZMAT system (currently the AF Enterprise Environmental, Safety, and Occupational Health Management Information System (ESOHMIS). Supports Air Emissions, Storage Tank and Water Quality Programs. Provides professional support to CLOIS Environmental Team as directed by the CLOIS Environmental Manager.
Duties and Responsibilities:
- Manage and maintain CLOIS Hazardous Waste, non-regulated waste and Universal Waste generation sites in accordance with Federal Resource Conservation and Recovery Act (RCRA), Florida Department of Environmental Protection (FDEP), and Air Force (Space Force) instructions.
- Ensure annual waste characterization for all CLOIS site waste streams (waste water discharges not included), are accomplished and all associated records maintained. Ensure hazardous waste and non-regulated waste binders and site signage are kept current and formatted per contract requirements.
- Ensure HAZMAT training is current and documented. Coordinate and maintain records for sampling analysis, Process Waste Questionnaire/ Technical Response Package (PWQ/ TRP) analysis, waste support requests and local waste manifests.
- Coordinate and support the Environmental Support Contract (ESC) with quarterly site inspections, MICT inspections and data entry, and when required, Florida Department of Environmental Protection (FDEP) inspections.
- Create and ensure all records, working databases are archived to Sustaining Engineering Shared Drive. Compile statistical analysis and generate reports as required.
- Actively support Air Emissions programs through data collection, monitoring and database maintenance.
- Actively support fuel above-ground storage tank program through inspection and follow-up maintenance of tanks (registered and nonregistered) following government guidelines and regulations.
- Support spill cleanup requirement. Maintain rotating on-call deployment-ready posture 24 hours a day 7 days a week, year round for land and marine response mobilization deployment, clean up, waste disposition and assets recovery, replenishment. Primary responder is out-sourced.
- Assist and support spill team training, equipment inventories, serviceability checks, procurement/ replenishment needs.
- Attend 45th SW Disaster Preparedness Group table top and site specific deployment exercises when scheduled/requested.
- May be asked to support hurricane preparation and recovery activities. P
- Provide weekly updates of environmental support activities.
Educational/Training Requirements:
Requires a Bachelor's Degree in Civil Engineering or related engineering or scientific field plus up to two years of related experience. Equivalent education/ experience is applicable.
Skill Requirements/Qualifications:
- FL State Driver’s license. Government Asbestos Supervisor, Assessor, Project Design certifications desirable.
- Annual respiratory physical and respiratory protection fit test. FEMA AERO Command & Control HAZWOPER; 40 hour initial and annual 8 hour refresher training OPNAV 5090 B/C Marine response training; 24 hour Initial and annual 8 hour refresher training. DOT (HMT-155), Preparing Hazardous Materials for Transportation by various modes (Tri-annual).
- ESOHTN annual refresher courses: <90 Day, Satellite Accumulation Area (SAA), AST/ UST, SPCC, Air Emissions, ESOHMS,
- Confined Space and other relevant courses as determined by the manager.
Work Environment:
This position’s work environment includes a controlled environment office setting, regular site and work centers visits and potential spill sites/ confined space sites. Potential exists to experience low to moderate levels of noise for short periods of time.
Physical Demands:
Stair climbing is involved; arriving departing for work, transitioning from the office to various sites.
Potential short to moderate term spill site clean ups in protective ensembles; Level C through A, potential exposure to heat extremes in the aforementioned protective gear and day to day clothing ranging from 30F- 100F for short or extended periods. Topography includes concrete, asphalt sand, light through dense vegetation. Impediments to safe travel may include ankle to knee to waist high grass’s, travel through terrain that transitions from hard pack to extremely soft sand, shallow to moderately deep holes in the ground eroded by weather or dug by animal. Exposure to Insects is common out of doors and potentially dangerous indigenous wildlife can be encountered in remote sites. Potential exists to manage oil spill recovery operations on off shore vessels within the Trident, Poseidon turning basins, surrounding rivers, canals and Port Canaveral waters.
